DRI has launched an
on-going programme aimed at comprehensively assessing the framework
for elections in countries of the Middle East and the Southern Mediterranean.
The project takes as its focus the findings of the 2004 UNDP Arab Development
Report, which noted that: "Arab legislation in most urgent need of a thorough review includes laws regulating the exercise of political rights, the legislature and its electoral processes, the right to set up civil society organizations, including political parties and their activities and laws on the judicial authority. Legislation should introduce effective mechanisms to ensure fair elections." While large international election observation missions have carried out detailed analyses of electoral frameworks around the world, such missions have not usually been invited to observe elections in most Arab countries, leaving a knowledge gap on the details of electoral arrangements and possible improvements. DRI, together with local partner organisations, collects relevant information on the electoral framework and the political context and publishes a detailed report of its findings and recommendations in light of international obligations that the states' concerned have signed up to, namely the UN International Covenant of Civil and Political Rights (ICCPR).
